Beshalach, Haftara, Shiras Devora.

Attention to the intended dikduk can add a layer to the experience of reading Tanach, such as the beat of mi'le'els in the passuk in Barchi Nafshi, תָּֽשֶׁת־חֹ֭שֶׁךְ וִ֣יהִי לָ֑יְלָה.

In this week's Haftara of Beshalach, we read Shiras Devora, from Shoftim 5:12. Devora said

עורי' עורי' דבורה עו'רי עו'רי דברי שיר

The first two Uris are mi'le'ra and the last two are mi'le'el.

There is certainly a good and valid interpretation of this change; for example, that the first is אתערותא דלתתא and the second is אתערותא דלעילא, especially (HaRav Bergman in his new שערי אורה) in the context of Chazal's statement that Devora lost Ruach Hakodesh for a moment after she contrasted herself with the Shoftim of the past (in passuk 7, where she said חדלו פרזון בישראל חדלו עד שקמתי דבורה שקמתי אם בישראל)

But the truth is that no explanation is necessary.  This type of change is seen in many places in Shira and Tze'aka. Where a word is repeated after a separation, the first time it is mi'le'ra and the second time it is mi'le'el.  I think the best explanation is that when your heart is full, one way or another, you use all your kochos and kavanos.  As Rav Kook says,
ולפעמים באים כל הכוחות יחד ומעירים עורי עורי דבורה עורי עורי דברי שיר 
שמונה קבצים קובץ ו סימן יט באורות הקודש ג סימן מא עמוד שג
As always, you need an expert to explain Rav Kook; the magi'ah there explains

In Hallel, we say
אנא' השם הושי'עה נא
אנא' השם הצליחה' נא
Hoshi'ah is mi'le'el, but Hatzlicha is mi'le'ra. I think that one is complicated by the repetition of anna/na/anna/na.

And with Uri in that powerful passuk in Yeshaya 51 9
 עו'רי עו'רי לבשי־עז זרוע יהוה עורי' כימי קדם דרות עולמים הלוא את־היא המחצבת רהב מחוללת תנין
Awake, awake, clothe yourself with splendor. O arm of the LORD! Awake as in days of old, As in former ages! It was you that hacked Rahab in pieces, That obliterated the Dragon.

Reb Yaakov Kaminetzky (also in some mefarshim there in Tehillim) has a rule that if Lamah is immediately followed by aho'y then it's mi'le'ra, and otherwise mi'le'el. This is no doubt true, but it's not necessary in that particular passuk. It's a cry from the soul, like a shir, and when the word is repeated after a separation it changes from mi'le'ra to mi'le'el.

There are some words that remain a mystery, like קוּמָה, which varies from one place to another in Tanach, so when you end Birkas Krias Shma with קומה בּעזרת ישׂראל there's no right or wrong way to say it.  As the ibn Ezra says (Sefer Moznayim page 125)
יש מלות שתהיינה לעולם מלעיל ויש שתהיינה מלעיל פעם וימצאו מלדע כמו קומה ה (במדבד י לה) קומה ונשבה אל עמנו' (ירמיה מו טז)
But at least here, you have an approach that makes sense.
